Location: Dubai - UAE

H.E. Dr. Obaid Al Zaabi underscored the importance of investing in food security as a key instrument for economic development during his participation in a panel discussion titled “Investment as an Economic Development Tool: Insights for Emerging Markets”, which was held as part of the World Governments Summit in Dubai on 5 February 2026.

During his participation, H.E. Dr. Obaid Al Zaabi emphasized that the agricultural sector faces a significant financing gap, which necessitates a shift from traditional financing approaches to investment-based financing models built on partnerships with the private sector.

He explained that the Arab Authority for Agricultural Investment and Development (AAAID) has adopted innovative financing tools, including development finance and blended finance instruments, to mitigate risks and achieve targeted returns, leveraging the multiplier effect generated by the participation of Development Finance Institutions.

He further stressed that attracting global capital requires a robust legal and regulatory framework, information transparency, and the strengthening of sustainability and climate adaptation capacity. He called for the harmonization of investment policies and the advancement of digital infrastructure, reaffirming the readiness of the Arab Authority for Agricultural Investment and Development to serve as a key partner in financing and in providing on-the-ground technical support.

This participation reflects AAAID’s commitment to its developmental role in strengthening the position of the food security sector as a key driver of sustainable economic growth, supporting the adoption of innovative investment models that help attract capital, stimulate private sector partnerships, and build a food security project financing ecosystem characterized by resilience and the ability to adapt to global economic and climate-related changes.
